Background

Mr. M. Saifullah Panna is a senior civil servant from the 11^th batch of the Bangladesh Civil Service (Administration Cadre). He holds a Master’s degree in Global e-Policy and e-Government from South Korea, along with postgraduate degrees in Governance Studies and Business Administration. With 32 years of experience in public service, Mr. Panna has served in diverse roles across Field Administration and Central Ministries, including the Cabinet Division, Ministry of Finance, Ministry of Public Administration, Ministry of Civil Aviation and Tourism, and the Internal Resources Division. His expertise spans ICT-driven public sector reform, financial governance, and institutional modernization.

Date of appointment to BATB Board

Mr. Panna was appointed as a Non-Executive Director to the Board of Directors of BAT Bangladesh on 29^th April 2025.

• Chairman, Titas Gas Transmission & Distribution Co. Ltd. Overseeing corporate governance and strategic direction of the state-owned utility.
• Secretary, Chief Adviser’s Office Leading strategic coordination and administrative oversight at the highest executive level.
• Member, Land Appeal Board Spearheaded digital transformation of case management and public service delivery, including hotline support for case inquiries.
